href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14171-Hazardous-substances-exemption-for-lead-in-glass-or-in-ceramic-of-electrical-and-electronic-components_en\" target=\"_blank\" rel=\"noopener\"><strong>Delegated Directive<\/strong> amending <strong>Directive 2011\/65\/EU (RoHS)<\/strong><\/a>. This update concerns the use of <strong>lead in electrical and electronic components made of glass and ceramics<\/strong>\u2014a topic of high relevance for many companies in the electronics sector.<\/p>\n<h3><strong>Background: Why This Exemption?<\/strong><\/h3>\n<p>The RoHS Directive restricts the use of hazardous substances such as lead, cadmium, and mercury in electrical and electronic equipment. Exemptions are only granted if:<\/p>\n<ul>\n<li>substitution is technically not feasible,<\/li>\n<li>the reliability of alternatives is not guaranteed,<\/li>\n<li>or the environmental and health risks of substitution outweigh the benefits.<\/li>\n<\/ul>\n<p><\/p>\n<h3><strong>Technical Assessment and Stakeholder Consultation<\/strong><\/h3>\n<p>Between 2019 and 2024, several renewal requests for existing exemptions were submitted to the Commission. These were evaluated in two technical and scientific studies. Key findings include:<\/p>\n<ul>\n<li><strong>Lead in glass<\/strong> enhances properties like melting point, chemical stability, and electrical insulation.<\/li>\n<li><strong>Lead in ceramics<\/strong> is essential for piezoelectric and PTC materials, as well as high-voltage capacitors.<\/li>\n<\/ul>\n<p>Available substitutes are either <strong>not reliable enough<\/strong> or <strong>technically impractical<\/strong>.<\/p>\n<h3><strong>New Structure of the Exemptions<\/strong><\/h3>\n<p>The previous exemption <strong>7c I<\/strong> has been split into two new entries:<\/p>\n<ul>\n<li><strong>7c V<\/strong>: Lead in glass applications (e.g., glass beads, hermetic seals, resistive inks, MCPs)<\/li>\n<li><strong>7c VI<\/strong>: Lead in ceramic applications (e.g., PZT ceramics, PTC thermistors)<\/li>\n<\/ul>\n<p>Additionally, <strong>7c II<\/strong> for high-voltage capacitors has been renewed.<\/p>\n<p>The exemptions 7c II, 7c V and 7c VI are valid <strong>until December 31, 2027<\/strong>, with the possibility of renewal if applications are submitted in time. The old exemption 7c I expires on June 30, 2027.<\/p>\n<h3><strong>What Does This Mean for Companies?<\/strong><\/h3>\n<p><\/p>\n<ul>\n<li><strong>Material compliance officers<\/strong> must be aware of the new entries and update their SCIP dossiers accordingly.<\/li>\n<li><strong>SCIP reporting<\/strong> remains mandatory\u2014even for exempted uses.<\/li>\n<li>Companies should proactively assess whether their products fall under the new exemptions and prepare renewal applications if needed.<\/li>\n<\/ul>\n<p><\/p>\n<h3><strong>Conclusion<\/strong><\/h3>\n<p>This new directive provides <strong>legal clarity<\/strong> for manufacturers relying on lead-containing glass and ceramic components.
