Circularity Requirements for Vehicle Design<\/strong><br \/>\nVehicles will need to be designed in a significantly more sustainable way in the future. Stricter Rules for End\u2011of\u2011Life Vehicles<\/strong><br \/>\nThe regulation introduces a harmonized framework to:<\/p>\n<ul>\n<li>Reduce fraud in the end\u2011of\u2011life vehicle market<\/li>\n<li>Curb illegal exports<\/li>\n<li>Make ownership transfers more transparent<\/li>\n<\/ul>\n<p>Commercial dealers and online platforms in particular will face stricter obligations.<\/p>\n<p><strong>3. EU Climate Targets as the Guiding Principle<\/strong><br \/>\nThe initiative complements key elements of the Fit\u2011for\u201155 package and is intended to support the EU\u2019s climate\u2011neutrality objectives. In addition to zero\u2011emission drivetrains, greater emphasis is being placed on sustainable production.<\/p>\n<p><strong>4. Modernized Legal Framework<\/strong><br \/>\nThe regulation will:<\/p>\n<ul>\n<li>Amend Regulation (EU) 2018\/858 and 2019\/1020<\/li>\n<li>Repeal Directives 2000\/53\/EC and 2005\/64\/EC<\/li>\n<\/ul>\n<p>This will create a modern and unified legal framework.<\/p>\n<h3>Exemption for Historic Vehicles<\/h3>\n<p>Good news for classic\u2011car enthusiasts:<br \/>\nVehicles of historical interest remain exempt.<br \/>\nThey are not subject to export, ownership transfer, or end\u2011of\u2011life obligations\u2014explicitly to protect Europe\u2019s cultural heritage.<\/p>\n<h3>What Is the Current Status?<\/h3>\n<p>On 25 February 2026, the Committee of Permanent Representatives of the Member States (Coreper) approved the <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-6759-2026-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">final compromise text<\/a>\u2014an important milestone on the way to the regulation\u2019s formal adoption.<\/p>\n<p>Following this, the Council Presidency officially forwarded the accepted text to the chairs of the responsible committees of the European Parliament (IMCO and ENVI). This confirms that the Council (through Coreper) has already agreed on its position and supports the compromise.<\/p>\n<h3>What Happens Next?<\/h3>\n<p>With Coreper\u2019s approval, the final phase of the legislative process begins:<\/p>\n<p><strong>1. Review and Vote in the European Parliament<\/strong><br \/>\nThe IMCO and ENVI committees will now examine the final text. Afterwards, the European Parliament will vote in plenary.<\/p>\n<p><strong>2. Formal Adoption by the Council<\/strong><br \/>\nOnce Parliament has voted, the regulation will be formally adopted by the Council of the EU. Since the compromise has already been politically endorsed, this step is considered a formality.<\/p>\n<p><strong>3. Publication and Entry into Force<\/strong><br \/>\nAfter approval by both institutions:<\/p>\n<ul>\n<li>Publication in the EU\u2019s Official Journal<\/li>\n<li>Entry into force typically 20 days
