Current developments regarding biocides and the BPR

The Biocidal Products Regulation (BPR) is the focus of numerous regulatory changes. For companies, this means that processes must be reviewed, deadlines met, and new requirements implemented. Acting now ensures compliance and avoids risks. Here are the most important points for 2026:


1. IUCLID becomes mandatory for renewal applications

From July 1, 2026, all renewal applications for active substances under the BPR must be submitted in IUCLID format. The aim is to achieve a uniform data structure and more efficient processing. Companies should adapt their data processes at an early stage.


2. Deadlines for active substance renewals

The 550-day deadline before the expiry of the active substance authorization remains crucial. Numerous substances require renewal applications by 2026/27. Those who miss these deadlines risk losing their approval.


3. New active substances approved

  • BIT (1,2-benzisothiazol-3-(2H)-one): Approved for PT 6 and PT 13 (May 2025)
  • DBNPA (2,2-dibromo-2-cyanoacetamide): Approval for PT 6 from October 2026
  • Formic acid: Approval for PT 6 from November 2026
  • Other active substances such as MIT will follow in early 2027.


4. New guidance for human health assessment

The ECHA published Guidance v5.0 in September 2025:

  • Focus on mutagenicity, reproductive toxicity, and neurotoxic effects
  • Integration of current OECD and CLP guidelines
  • Valid from March 2026 for ongoing applications and from August 2027 for new applications


5. Public consultation on the BPR

The EU Commission is conducting a consultation on the evaluation of the BPR until March 5, 2026. Topics: Approval delays, barriers to innovation, administrative burden. Companies should participate in order to influence future adjustments.
