The IMDS

On July 3, the European Parliament’s Environment and Internal Market Committees presented final compromise amendments to the proposal for a “Regulation of the European Parliament and of the Council on recycling requirements for the design of vehicles and the management of end-of-life vehicles.” These amendments include a number of changes to the original proposal.

  • Greater emphasis on the circular economy
    • Waste should be avoided and design for recycling promoted.

  • Extended manufacturer obligations
    • Manufacturers are responsible for take-back and recycling.
    • A digital product passport should to be introduced.

  • Export regulations for end-of-life vehicles
    • Illegal disposal should be prevented and traceability improved.

  • Data management and reporting obligations
    • There are more binding requirements for the collection and publication of data on vehicle recycling.

  • Clarifications and definitions
    • Terms such as “end-of-life vehicle,” “recyclable material,” and “producer responsibility” have been clarified or redefined.

  • Changes to the recycling rates for plastics
    • The overall target has been reduced to 20% recycled plastic content.
    • The proportion from closed cycles has been reduced to 15%.
