The IMDS
On September 9, the EU Parliament adopted proposals on the circular economy covering the life cycle of a vehicle from design to final treatment at the end of its life.
Objectives of the new regulations
- Boosting the circular economy: reduction of the environmental impact of vehicle manufacturing and disposal.
- Strengthening the recycling industry: Improving sustainability and resource security in Europe.
Key measures
- Design and use of materials
- Vehicles should be designed so that components can be easily removed and reused or recycled.
- Within six years, new vehicle types must contain at least 20% recycled plastic.
- Within 10 years, this proportion should increase to at least 25%, provided that recycled plastic is available in sufficient quantities and at a reasonable price.
- The EU Commission should also set targets for recycled steel and aluminum.
- Manufacturer responsibility
- Three years after the law comes into force, manufacturers must cover the costs of collecting and treating end-of-life vehicles.
- A clear distinction will be made between used vehicles and end-of-life vehicles.
- Export ban on vehicles that are considered end-of-life vehicles.
- Exceptions
- Special vehicles such as emergency vehicles (fire brigade, rescue, military) and historic vehicles are exempt from the regulations.
Background
- Every year, around 6.5 million vehicles reach the end of their useful life in the EU.
- The automotive sector is one of the most resource-intensive industries in Europe.
- The new regulations are part of the European Green Deal and the Circular Economy Strategy.
