An initiative is currently underway at EU level to “simplify administrative burdens in environmental law.” Feedback on the proposals can be submitted until September 10. The link: Simplification of administrative burdens in environmental legislation

Specifically, the following topics are addressed:

  • Rationalization of reporting and notification requirements, for example, the abolition of the SCIP database (Substances of Concern in Products) under the Waste Framework Directive;
  • Harmonizing the provisions for authorized representatives under extended producer responsibility (EPR) in each Member State where a manufacturer sells a product covered by EPR regulations, and facilitating EPR reporting;
  • Streamlining reporting obligations, eliminating duplicate reporting obligations, promoting further digitization of reporting in the areas of circular economy, industrial emissions, and waste management while maintaining policy objectives;
  • Addressing challenges in the approval of environmental impact assessments based on recent experience, for example under the Net Zero Industry Act.

The aim is to minimize bureaucratic effort. However, environmental goals should not be lost in the process. Rather, they should be achieved more effectively and cost-efficiently.
