CAMDS: Material Compliance in China

In a nutshell, CAMDS is the Chinese version of the IMDS. It is a web-based application and holds recycling data for end-of-life vehicles for the Chinese market. It works in a similar way to the IMDS. It aims to ensure that manufacturers, external suppliers, and importers observe the quota for reuse and do not use certain materials or only use them to a limited extent. The goal is to improve recycling rates for Chinese automotive parts. The CAMDS web application works like the IMDS because it can also be used to trace the chemical composition of vehicle components along the entire supply chain. Prohibitions for basic substances and restrictions for lead, mercury, Cr6+ and cadmium are to be observed in the CAMDS system too, as also described in the End-of-life Vehicle Directive ELV Annex II. Where CAMDS is concerned, these can be found in the Chinese standard GB/T 30512-2014.
In addition, the Chinese Due Diligence Guidelines for Responsible Mineral Supply Chains were introduced in December 2015. You can download the English version as a PDF here.

In China, it is mandatory for all automotive original equipment manufacturers (OEMs) to be members of the CAMDS system. The OEMs decide whether their suppliers’ data needs to be entered. Fifteen OEMs were on the CAMDS Steering Committee when the web application was launched in 2009. Three members are joint ventures (SGMW = SAIC + GM + Liuzhou Wuling, Dong Feng Motor = DFAC + Nissan, DPCA = DFAC + Citroen).
Most automotive OEMs in China – of which there are about 100, in addition to between 20,000 and 30,000 external suppliers – are now represented by a joint management body, which is responsible for setting up, operating, using, and maintaining CAMDS.
The CAMDS system is also similar to the IMDS in the way it can incorporate and map the entire supply chain. If a substance is missing from the Basic Substance List (BSL), a request can be sent to the China Automotive Technology & Research Center (CATARC). CATARC will review the request and add the substance to the list if appropriate.
The CAMDS web application is free to use. You can log on in English or in Chinese. Components can be entered in English.
