EU Tightens Toy Safety Rules

REACH

Safer Products, Fewer Harmful Chemicals

The European Parliament has adopted new EU toy safety regulations to better protect children and eliminate dangerous products from the market. These rules apply to all toys intended for children under 14—whether manufactured in the EU or imported.

Why New Toy Safety Rules?

According to the EU’s rapid alert system, toys are among the most frequently reported hazardous products. The rise of online marketplaces and digital toys has added new challenges, prompting the EU to strengthen its legislation.

Key Changes in the EU Toy Safety Directive

  • Ban on Harmful Chemicals:
The new rules prohibit PFAS, endocrine disruptors, the most dangerous bisphenols, and allergenic fragrances in toys. These measures aim to reduce exposure to toxic substances and improve child health.
  • Digital Product Passports:
Every toy will include a digital product passport with safety details and a QR code for consumers. This enhances traceability and speeds up customs checks.
  • Comprehensive Safety Assessment:
Manufacturers must evaluate chemical, mechanical, electrical, and digital risks before placing toys on the market. Digital toys will also be assessed for potential mental health risks.
  • Stricter Rules for Online Platforms:
Marketplaces like Temu and Shein will be held accountable for ensuring compliance with EU standards.

Transition Period

Industry players have 4.5 years to implement these changes. After that, non-compliance could lead to significant penalties.

What Does This Mean for Parents?

Greater transparency and safety: With digital product passports, parents can easily verify whether a toy meets the new EU requirements.

Bottom Line: The updated EU toy safety rules mark a major step forward in consumer protection. By banning harmful chemicals, introducing digital controls, and enforcing stricter checks, the EU aims to make toys safer for every child.
