EU Adopts New ELV Regulation

The Council of the European Union has formally adopted the new Regulation on circularity requirements for vehicle design and the management of end-of-life vehicles (ELVs). The aim is to make the automotive sector more sustainable by promoting circular economy principles and increasing the use of recycled materials.

One of the key measures is the introduction of mandatory recycled plastic content in new vehicles. At least 15% of the plastic used in vehicle manufacturing must come from recycled sources within six years of the Regulation’s entry into force, increasing to 25% after ten years.

The Regulation also strengthens extended producer responsibility, making vehicle manufacturers more accountable for the collection, treatment, and recycling of vehicles at the end of their life. In addition, it introduces measures to address so-called “missing vehicles” and imposes stricter rules on the export of non-roadworthy used vehicles.

By introducing these requirements, the EU aims to keep valuable raw materials within the economy for longer, support the recycling industry, and reduce the environmental impact of end-of-life vehicles.

Outlook

With the Council’s formal approval, the legislative process has been completed. The Regulation will enter into force following its publication in the Official Journal of the European Union, with most provisions becoming applicable two years later.
