CLP-Regulation/GHS-Regulation

The CLP-Regulation (GHS-Regulation) is an European Act for implementing the UN  Model Regulations also known as Regulation (EU) No. 1272/2008. It came into force in January 2009 implemented in parallel to the REACH Regulation and is based on the GHS: Globally Harmonized System of Classification, Labelling and Packaging of Chemicals of the United Nations. The GHS is a global system which addresses the classification and labelling of chemicals in Safety Data Sheets and on packaging.

Since 1st December 2012 chemical substances have to be classified and labelled as per the GHS system. Likewise, compounds ("Preparations") can be classified and marked already according to the new system. However, it will only become mandatory from 1st June 2015. An additional two-year transitional period shall be applicable for the existing stock.

The GHS-System: What is new?

The GHS categorises hazard types into hazard classifications, which again are sub-divided into hazard categories. One or multiple hazard statements, a hazard pictogram and in parts signal words such as "danger" or "warning", as well as various "precautionary statements" are ascribed to each substance of a hazard class or category.

The globally applicable classification process with standardised descriptions and pictograms proposes to reduce the risks to human health and the environment in the process of manufacturing and transportation and in the use of chemicals and hazardous materials. Conceptually the CLP/GHS Regulation differs vastly from the previously applicable EU Law. In part, the substances are labelled as per other rules.
